Program & Research
Prof. Dr.-Ing B.J. Habibie's legacy of "Democratization Must Go On" is the foundation of the Habibie Democracy Forum. This ethos is based on the notion that Indonesia, with its plural society and commitment to unity, may serve as an alternative role model for democracy worldwide. Since the successful transition to democracy in 1999, Indonesia has seen numerous changes, as documented in history.
To preserve democracy, the Habibie Center established the Habibie Democracy Forum, a platform aimed at encouraging interaction among various groups concerned about democracy and human rights in Indonesia. This forum allows them to gather and unite ideas to improve the quality of democracy. By respecting the ideas of inclusivity and collaboration, the Habibie Democracy Forum can serve as a forum for many segments of society, including political parties, civil society organizations, academia, the media, and youth groups, to promote future consolidation.
The Habibie Democracy Forum seeks to promote, protect, and strengthen democratic values, institutions, and practices in Indonesia. The conference addresses topics such as democratic government, human rights, the rule of law, electoral procedures, and public engagement. It seeks to provide a democratic platform for promoting democratic ideals, strengthening democratic institutions, civic education, preserving electoral integrity, and policy advocacy.
The 2023 Habibie Democracy Forum, with the theme "Expanding Civic Space for Stronger Democracy in Indonesia and the Region," was held on November 15-16, 2023, at Le Meridien Hotel Jakarta and was officially opened by Indonesia's 13th Vice President, Prof. Dr. (H.C.). K.H. Ma'ruf Amin, and the 10th and 12th Vice Presidents, Dr. (H.C.) Drs. H. Muhammad Jusuf Kalla.
As a venue for responding to the emergence of trends that undermine democracy and human rights, such as free expression, association, and assembly. The Habibie Democracy Forum 2023 successfully organized conversations on critical and relevant problems in Indonesia. The issues raised include (1) General Elections 2024 and Prospects for Democracy in Indonesia; (2) Reflections on Corruption Eradication Following Reform; (3) Promotion of Democratic Governance for Fair Governance of the Environment and Natural Resources; (4) Promotion of Artificial Intelligence Ethics for Democracy with Integrity; and (5) Legal Reform for the Expansion of Civil Space."
A lot of recommendations were developed during the Habibie Democracy Forum 2023. Some of these recommendations include: (1) Strengthening the role of civil society in advancing the values and practices of democracy based on Pancasila and the 1945 Constitution through the creation of meaningful political participation spaces by upholding the values of inclusiveness and collaboration; (2) Strengthening critical thinking, media literacy, and civil society politics through participatory activities to maintain and develop democratic values; and (3) Accelerating the ratification of the Asset Forfeiture Bill for corrupt individuals, as well as optimizing the use of additional criminal articles on restitution in the Anti-Corruption Law, Money Laundering Law, and Goods and Services Procurement Bill (PBJ), to strengthen efforts and effectiveness in eradicating corruption in Indonesia.

The Democracy Dialogue is an integral component of the Habibie Democracy Forum, facilitating meeting places and studies on the value and practice of democracy in Indonesia. The dialog area was created to exchange thoughts, perspectives, and experiences and serve as a vehicle for campaigning and raising public knowledge of democratic practices and principles. The Democracy Dialogue is an open forum that includes representatives from the government, parliament, non-governmental organizations or civil society, academics, the general public/foreigners, and students.
In 2024, the Democracy Dialogue will be held regularly from June to October in preparation for the Habibie Democracy Forum. The Democracy Dialogue will address specific issues of democracy and the dynamics of the 2024 elections, policy inclusion in democratic governance, and eradicating corruption. Thus, the Democracy Dialogue can serve as a forum for exchanging ideas to achieve the Habibie Democracy Forum's overarching purpose.
